Developer Neobrand has won planning permission for a 22 story tower on Newington Causeway, just weeks after the council rejected a 41-storey tower on a nearby site.
Councillors voted four to three in favour of the new tower scheme, designed by Panter Hudspith Architects.
Ministry of Sound nightclub objected to both developments, because of the noise levels at its operation nearby.
