London Borough of Southwark has adopted the planning framework for the regeneration of Elephant and Castle.
The document sets out a timetable and possible funding model for changes to the northern roundabout, and remodelling of the Northern Line tube station.
A meeting of the council heard that the public sector will pay £140 million for the works and recoup up to £50 million from developers.
