Developer clears legal hurdle

A judge has ruled that property developer Investream can proceed to build a new 31-storey student tower.

The Court of Appeal threw out an appeal by neighbouring landowner Zurich Assurance and its asset manager Threadneedle Properties.

The judge backed Southwark Council, which said that the site did not require an environmental impact assessment because it was too small.
